Underground Construction’s Carpenter Honored For Editorial Writing

The Construction Writers Association (CWA) recently named Underground Construction Editor Robert Carpenter as winner of the 2010 Boger Award for the year’s best editorial. He was honored for his editorial that appeared in the August 2009 issue titled: “The Price Of Free Money.” He received the award at a special dinner during the CWA’s annual convention in Chicago.

The CWA is a nonprofit, international organization for professional journalists, writers, editors and publicists serving the information needs of the construction and engineering industry. The CWA’s journalism awards are presented annually to editors and authors who have distinguished themselves through editorial excellence and achievement in the field of construction journalism, and made significant contributions in meeting the construction industry’s information needs. Independent communications professionals served as judges.

“Competition was fierce, and discussion among the judges was spirited,” said CWA Awards Committee Co-Chair Janet Cohen, director of research for Barton Malow Company. “Entrants wrote on a broad range of topics.”

Carpenter’s award is named for the late Robert F. Boger, publisher of McGraw-Hill’s ENR. Editors and writers from around the world competed for the award.

In his editorial, Carpenter explored the recent congressional proposal to establish a sewer and water industry trust fund. While admitting it was an intriguing idea, he cautioned that previous government programs became a primary support mechanism for local sewer/water project funding in lieu of cities raising their user fees to keep up with inflation, growth and wear to systems. He suggested that cities who meet the hard challenges of their infrastructure needs as the ones worth rewarding.

This is the second Boger award for Carpenter who also won for his 2002 editorial “Caltrans Oversteps Bounds.”
