DC Suburbs Solicit Bids For Trenchless Sewer Rehab
The Washington Suburban Sanitary Commission seeks bidders on work including a collection of detailed repair, rehabilitation and replacement tasks within residential areas. This is the first of a series of up to six contracts the commission will publicize via its Central Bidder Registration system. The WSSC specifies that the prime contractor awarded this project should have “a team capable of executing repair, rehabilitation and replacement of sanitary sewer mains, manholes and related sanitary sewer infrastructure in an expeditious manner.”
The planned work is currently being designed in multiple sewer sheds across the Sanitary District. The Consent Decree requires work detailed in this Indefinite Delivery Indefinite Quantity (IDIQ) contract to be completed within a specific timeframe to eliminate or reduce sanitary sewer overflows and basement backups. The IDIQ Contract is predominantly a trenchless rehabilitation contract. The district anticipates that more than 65 percent of the existing sewer mainline and manholes will need to be rehabilitated using trenchless technologies, by the installation of structural liners or with grouting. Additionally there will be some pipebursting, open cut, and sewer manhole replacement projects that will require ground disturbance.
The initial sewershed basin that the Contractor will be requested to bid and work in, are Sligo Creek and Cabin John Basins. The estimated quantities of work to be completed based upon total Contract value are as follow:
• Sewer Mainline Lining 55 Percent
• Sewer Mainline Grouting 10 Percent
• Manhole Rehabilitation 15 Percent
• Lateral Rehabilitation 5 Percent
• Miscellaneous Activities 15 Percent

After this initial IDIQ contract is awarded, the contractor will be assigned Task Orders to complete the rehabilitation of sewer assets located within residential areas within the Sligo Creek and Cabin John Basins. This Initial IDIQ contract will be a five year base term contract with the potential for one 24 month option. The estimated total contract value for this IDIQ contract is between 10 to 20 million dollars. Subsequent to the award of this contract five additional IDIQ contracts focused on the rehabilitation of sewer assets located in residential areas for several other basins will be advertised and awarded.
The WSSC is also developing and planning to advertise and award, in early 2011, multiple IDIQ contracts focused on the rehabilitation of sewer laterals and sewer assets located in environmentally sensitive areas such as wetlands, streams, and critical habitat areas.
All interested bidders are required to be registered in the WSSC Centralized Bidder Registration (CBR) system before they can view, receive, and bid on solicitations.

The WSSC encourages prospective contractors to maximize subcontracting opportunities for construction services for approved and certified small, local and minority business enterprise (SLMBE) firms.
